Steve Willer, CFA®
Chief Investment Officer
Mr. Willer has over 25 years of institutional asset management experience and is responsible for helping oversee the Office of Investments at the Kentucky Public Pensions Authority (KPPA) and managing the fixed income investments.
Mr. Willer joined KPPA in April 2020 as Fixed Income Division Director. Previously, he was a Senior Portfolio Manager and Strategist at the Commonwealth Bank of Australia, where he was responsible for developing and implementing portfolio strategies, asset allocations and hedging strategies.

Anthony Chiu, CFA®
Deputy Chief Investment Officer; Portfolio Manager, Private Equity and Alternative Assets
Mr. Chiu is responsible for managing Private Equity and Alternative Investments for KPPA and serves as Deputy Chief Investment Officer.
Mr. Chiu has earned an MBA from Duke University's Fuqua School of Business and a Bachelor of Arts in Economics with honors from Stanford University. Additionally, he is a Chartered Financial Analyst® (CFA) Institute charterholder. CFA members must annually certify that they will abide by the CFA Code of Ethics because of their industry designations.

Joe Gilbert IV, CAIA
Portfolio Manager, Public Equity
Mr. Gilbert is responsible for the general oversight and evaluation of all domestic and international equity investments, as well as internally managed portfolios.
Mr. Gilbert has served as the Portfolio Manager for Public Equity since November 2013, having joined the investment team as an analyst in 2009. As asset class head, Mr. Gilbert has worked to restructure the equity portfolios. He manages the internal passive equity accounts and is responsible for implementing and monitoring externally managed strategies.

Brian Caldwell
Portfolio Manager, Fixed Income
Mr. Caldwell has over 20 years of institutional investment management experience trading various sectors of the fixed income market including futures and foreign currencies. He joined KPPA in December 2022. Prior to that he was employed by the Office of Financial Management in the Finance and Administration Cabinet with the Commonwealth of Kentucky. There, he managed and invested daily cash. He has also worked at Deutsche Asset Management, Invesco Institutional, and AIM Management.

Ian Blaiklock, CFA®
Senior Investment Associate, Real Return & Real Estate
Mr. Blaiklock is an investment professional with extensive experience in structured credit, commercial real estate debt, and fixed income portfolio management at the Kentucky Public Pensions Authority (KPPA).
Mr. Blaiklock joined KPPA after spending nearly seven years at Invesco, where he served as a Senior CMBS and Commercial Real Estate Debt Analyst within the Structured Securities group. In that role, he underwrote and supported the management of multibillion-dollar portfolios of CMBS, commercial mezzanine loans, and other real estate-related debt across institutional and retail mandates. Earlier in his career, he advised venture-backed companies and private equity firms at Venture First and focused on corporate credit analysis at the Commonwealth of Kentucky’s Office of Financial Management.

CERS and KRS Boards of Trustees Investment Committees
The Investment Committees meet each quarter to review the work of the investments team and external money managers. The Committees present quarterly reports to their respective Boards of Trustees, laying out investment performance, compliance reports, and any recommendations for the Systems' portfolios.
The Boards employ industry-leading external consultants to assist in determining and reviewing the asset allocation guidelines and the performance of both the internally- and externally-managed assets.
