Executive Director
As Executive Director of the Kentucky Public Pensions Authority, Ryan Barrow is responsible for the overall management of some 260 employees and the numerous operations of the KPPA, which currently has over 433,000 members and nearly $27 billion in assets. He represents KPPA on public policy matters, including issues before the Kentucky General Assembly, and serves as the KPPA liaison to Executive Branch agencies and the general public.
Most recently, Mr. Barrow was the Executive Director of the Office of Financial Management (OFM) in the Kentucky Finance and Administration Cabinet's Office of the Controller. In his role at OFM, Mr. Barrow oversaw bond financing for the Commonwealth, managing a multibillion-dollar debt portfolio and $13 billion to $14 billion in invested state cash. He monitored issues affecting the state's credit rating including the Kentucky Public Pensions Authority and Teachers' Retirement System. He served as the state contact for investors and Moody's, S&P, Fitch and Kroll Rating Agencies.
Mr. Barrow has more than 20 years of experience in finance, credit, investment, pensions, operations, and project management with a range of organizations. He has worked for or with states, state agencies, cities, counties, and special districts for the majority of his career, in both the public and private sectors. In the private sector, he managed the Kentucky Local Government practice for a regional broker-dealer. There, Mr. Barrow worked on hundreds of local municipal investment and debt transactions totaling over $2 billion in Kentucky, West Virginia, and South Carolina. He then spent three years with the Lexington-Fayette Urban County Government (LFUCG), where he managed an annual budget of approximately $500 million dollars as well as the City's debt issuance.
