Before returning to Kentucky in 2019, Ellen Lynn Hampton spent 23 years with the Metropolitan Washington Airports Authority, the independent Authority created in 1987 to manage Ronald Reagan Washington National Airport and Washington Dulles International Airport. In 2010 Ms. Hampton was appointed as President and Chief Executive Officer of MWAA. Prior to the appointment she served as Vice President and Chief Financial Officer of MWAA for 21 years. After retirement, she established Lynn Hampton Associates to provide financial consulting services to national and international airports.
Ms. Hampton was on the Board of the Government Financial Officers Association, the Municipal Securities Rule Making Board, and President of the Alexandria Chamber of Commerce. Ms. Hampton was President and a trustee of the Vantage Trust ICMA Retirement Corporation. Ms. Hampton has consulted in Abu Dhabi, El Salvador, Honduras, Uruguay and Ukraine. Ms. Hampton created and was on the Board of the MWAA Pension Plan, the Board of the Arlington Texas Pension plan and as CFO of the City of Louisville, an advisor to the Mayor on the Kentucky Retirement Plan.
The breadth and scope of Ms. Hampton's work experience has included water companies, city government, pension boards, information technology, toll road, airports and significant infrastructure development activities. Ms. Hampton has testified before Congress and the Internal Revenue Service as an expert witness in tax-exempt bonds and infrastructure development. Ms. Hampton has published articles in professional journals on topics of municipal finance and government accounting standards.
Ms. Hampton received her a Bachelor of Science in Commerce in Accounting with Honors and MBA in Finance from the University of Louisville. She is a CPA in Kentucky and Virginia.
