Dominique McKinley is the Director for the Division of Enterprise and Technology Services. She is responsible for the management, strategy, and execution of Information Security, Infrastructure, Application Development, and the Enterprise Project Management Office.
Ms. McKinley received her Bachelor's Degree in Computer Information Systems from Eastern Kentucky University. She began her career at Lexmark International as a Data Specialist before coming to the Kentucky Public Pensions Authority (KPPA). In September 2003 she joined KPPA's IT team as an Application Developer. She then progressed through the developer and analyst series before joining the Phase 6 START project team in 2008. From there, she served as a technical lead for the Calculations team. Ms. McKinley worked closely with the vendor, and other KPPA business experts to design, test, implement the line-of-business system, which was implemented in 2011. In 2015 she was promoted to Information Systems Manager, and in late 2018 was promoted to Assistant Director overseeing Application Development and Data Services before taking the Interim Director role in 2019 and subquently the Director position.
