Michael oversees the Office of Legal Services which is responsible for providing legal advice and legal representation of the Kentucky Public Pensions Authority in all matters including administrative appeals and litigation.
He joined KPPA in July 2021 after serving as General Counsel for the Executive Branch Ethics Commission for nearly four years. Prior to that, he was a Staff Attorney and later Staff Attorney Supervisor and Administrative Hearing Officer for the Cabinet for Health and Family Services. He has represented low income persons in various civil legal matters as a staff attorney at the Appalachian Research and Defense Fund of Kentucky and was Assistant Commonwealth Attorney in Middlesboro.
Michael is a member of the Kentucky Bar Association and the Kentucky Association of Administrative Adjudicators. He is a volunteer coach for Charlotte Court Basketball.
Michael received his Juris Doctor in 2008 from the Salmon P. Chase College of Law at Northern Kentucky University and before that his Bachelor's in Criminal Justice with a minor in Political Science in 2003 from Eastern Kentucky University.
