J. Michael "Mike" Foster was appointed to the CERS Board of Trustees by Governor Andy Beshear to serve the remainder of a four-year term ending July 1, 2021. He was nominated for appointment by the Kentucky Association of Counties (KACo). 

He currently serves as the managing member of the law firm of Foster, Soyars, & Associates, PLLC., the oldest continuing law firm in Christian County, Kentucky.

Mr. Foster served as Christian County Attorney for 43 years prior to his retirement in September of 2018. During his time as County Attorney, he served as President of the Kentucky County Attorney Association as well as the Kentucky Association of Counties. He is considered one the leading authorities on local government in Kentucky and has been a frequent speaker to various associations dealing with local government both in Kentucky and nationally.

Mr. Foster graduated from the University of Kentucky in 1969 with distinction and later graduated from the University of Kentucky Law School and was admitted to the Kentucky Bar Associated in 1973.

He continues to practice law full time with areas of concentration in probate, estate planning, real estate, as well as corporate and small business development. Mr. Foster also does consulting on behalf of a variety of units of local government and taxing districts.
